can connect but can't view any webs

I am able to connect to the Internet, but I can't access anything on it....I can't view website, I can't update antivirus programs etc.

I have gone through some of the suggestions and I have remove everything from the Network properties (protcols and adapters etc), then I unchecked Communications from ADD\REMOVE PROGRAMS and I deleted WINSOCK2 from Regedit. Then I restarted and let the machine install everything again but I still can't connect.
I even tried to connect with my old dial up account but the same thing happens...it will connect but I can't do anything on the net.
Any other suggestions would be a great help.

If you are using IE, have you tried IE Repair?
