Cache folder

Where is the cache folder located? I have located a Cache folder under Windows but it is always empty. Does Windows flush the contents of the folder each time it is closed?

Well Viking, I was not aware that there was more than one cache. Anyway, what I want to see is the contents of the cache folder that stores website information such as pictures,so that it is immediately available and does not have to be found on the web again.
