Hi jt, I don't know of any way to test modem speed in WinMe. Your speeds will depend on who is providing your service and how much broadband is currently in use (more people online in your area = slower speeds). Cox Communication states that up to 3mbps down and 300kbps up are possible, which i've gotten pretty close to on occasion. ComCast just doubled their download speed in some states to about the same as Cox. If you really want to get an idea of what you average, go to PCPitstop and run the test, you'll get alot of info about your computer!
