I have been running ME once in a while on a dual boot system with RH-9 linux. Linux works fine, ME started getting unstable, so I did a lot of updates, including upgrading then attempting to roll-back internet explorer when things got worse.
Now ME boots to a blue screen with no system tray or icons, just a working mouse pointer. The mouse buttons do nothing. C-A-Delete brings up the usual screen, which reports that nothing but Devldr16 is running.
All I can do is kill Devldr16 (which works but does no good) or shutdown (which usually works cleanly, but sometimes hangs).
I have free disk space, scandisk is clean, and I've tried both rolling back the registry and running scanreg /fix on it. No change.
Same things happen in safe mode.
I'm at a loss -- I'd rather not reinstall ME. I can reinstall individual files from another working copy on ME on another partition, but I don't know where to start.
Running with bootlog.txt on generates the following exerpt (sorry this is long, it seems ok to me but I can't be sure):

mobybill,
Worth a try. Boot into RdHt, and change [Devldr16.exe] to Devldr16.old in the WinME. See if you can boot into ME then. If so, remove(uncheck) it from the startup in the System Configuration Utility(msconfig), and go to Device manager, and disable emulation, on the creative soundcard. Like I said, worth a try.

I tried renaming devldr16.exe as you suggest. It didn't help; now the list of running tasks is empty.
I also verified that devldr16.exe had not been corrupted by comparing it with another copy I found in C:\oemdrvrs\.
It seems whatever the next thing to load is, it causes the problem. Does anyone know how this is determined?

I have the exact same problem on a Dell dimension 8100 and have tried the same solutions proposed with no success. (I don't have the "dual boot" with Linux you mentioned). I am a novice user. Did you ever get a solution to work?
