I know what the OE means but I can't find out about the rest. I have checked a number of web sites as well as the Microsoft Knowledgebase and to no avail. can anyone help me out.

The "blue screen" is actually a System Alert telling you that there is a problem with the memory. It can happen with aging systems, memory updates or upgrades. The letters/numbers are actually the error codes. Have it checked by a competent technician......he will have the codes and will be able to tell where the problem is.
