Under StartUp>Settings>Control Panel>Add/Remove the window which lists the programs is blank, empty, there is nothing there. Any suggestions....

Show Hidden Files in Folder Options under the View tab. Do a seach on your drive(or just in the c:\windows\inf folder) for layout.inf, layout1.inf and layout2.inf. If you find them in the c:\windows\inf folder move them to a safe place out of that folder. Then test add/remove programs.
