Black screen and floppy drive

First I think this is the best forum around And would like to thank all that respond, I have great respect for-You poeple are true HEROES.

ECS k7s5a mother board,agp 128mg video out graphics card, all brand new-
The monitor is an old packard bell 15 inch.
and these are my problems- I have tried on my own to fix for 3 mnths now.

To start computer after shut down I must turn off power supply( and sometimes that doesnt work) Or all that will happen is a Black screen and lots of flashing lights.

Problem 2
My floppy drive light will not turn off and it will not acknowledge there is even a disk in it.-Its brand new-the 2nd one actually

Problem 3
How do i get my windows to fit correctly on my monitor- there is about 1inch black at bottom, and the screen adjustment is all the way down already. but in tv mode its perfect on the tv.
If any can help- you are truely gifted and i will find a way to reimburse you if i can.
oh i do have a irq problem - thi s is what it says

BUT I CANT FIND ANY CONFLICKS ANYWARE

Not sure about the first problem, but you might get a better response for that one in the hardware forum.

The floppy light being on all the time usually means the cable is attached backwards, though the last time it happened to me it was a defective drive.

A black line on the monitor that can't be adjusted usually means it is slowly dying. It will get smaller and smaller until it dies. You can verify this by using the monitor on another pc.

Lastly, if the IRQ is for an unused device, go into device manager and disable (do not delete) the device.

hello
the fact that monitor works in tv mode means its not the monitor. this is most likely a driver issue. perhapps you have refresh rate set too hight. older monitor might not be upto full out put of card. try resetting refresh rates try updateing divers m.e compatable ones. try going to monitor makers sight and d/l there driver for monitor.
efabes is dead on on the other two.

the black line at bottom goes away if I stretch my vertical adjustment- but then i can't see the top of the window becuase it is to far up in "space"- can't seem to different drivers yet though- Thank you both for the input-
I did try to flip the cable-already still no go
