automatic restart

CPU/Ram: 933 P3 / 256

Win ME will not "restart" when shutting down. This is a newly put together system, not that big of a deal but it should work and has worked. I have just tweaked the system with tweaking programs, but don't see anything that is obvious. Any ideas.
