Active Desktop Recovery

Whenever, I start/restart my computer, I get the active desktop recovery screen. It wasn't an improper shutdown or anything. So why is this happening?

Disable "advanced power management" (APM) in the BIOS.

power management was always disabled, I figured it out though, for some reason it didn't like me using true color instead of high color, once I switched to high color it was fine.
