active desktop not working

when I right click on my desktop there is no active desktop selection available. Its as though active desktop has been removed from the os. How can that be? The desktop update (active desktop) is integrated with the win me os. Also no web tab in the display properties or even stretch image option in the background tab of display properties. any ideas?
