This happens when you used to have a Banyan-Vines client installed. Microsoft has a Technet article detailing the problem, and giving a solution. Step 11 is the critical part, so be careful.

I have the same problem-started when I upgraded from win95 to 98. I ran sysedit and cant locate vvinesd.386 in my search. i also checked network and dont have Banyan devices listed. did hotkey is sysreg and no reference there either to banyan or vvinesd any ideas?
