yeah, any prog that is not 'command line input' is usually GUI.

Well, you asked for freeware, but the best thing I've found is WindowBlinds. It only gives you a nag screen once each time you start your system, and you can use it as long as you want to. Not quite what you asked for, but it's all I know of.
