Now as far as I know, WSH has been unchecked in my add/remove option --in other words, disabled-- but I find this exe file named Wscript in my system folder.
What gives?
Should I delete the damn thing? Would it be safe to do so?

If you have disabled it I don't think it will hurt to leave it alone. I also don't think deleting it will cause any problems. However, you could rename it if you want to be super safe.

If the intent is to be protected from Scripting viruses, install Script Sentry. It will block more than just the ones that wscript would have handled.
