I get nothing in a google search for 'words.inx'. But .inx file extensions relate to installshield installer software. Is it possible you're trying to run a game called 'words'? If so, windows may be trying to install it and can't find an expected 'words.inx' file.
The message also has a similar syntax to 'missing export' errors which may mean you nead to update the shell32.dll file.
You say you reinstalled 98. Did you reformat the drive and do a fresh installation? Or did you do the reinstall over an existing verssion?
