won't open programs w/o file dtwd.e

I have windows 98. Problem started about a week ago. All of the sudden a file dtwd.exe was causeing the internet (dsl) and all programs s.a. word, excell... to go really slowly or just have an error. I looked up the dtwd file and there was an accompanying page which said somehting about a snake (looked like a message from a virus) I tried to delete the file then throw it in the recycle and empty trash. It kept saying windows used the file you can't delete. Then the name doubled to dtwddtwd.exe Now the file is gone and I can't use most of my programs. I use word and excell through saved files which open. But all programs of .exe don't work directly. My internet however is not a problem. Every time I try to open any other program I get an error message saying that the file cannot beopened without dtwd.exe. which I do not have.. please help!
