Please tell us exactly what hardware is causing the problem (make and model). If it isn't plug and play, it will not be detected.

I have a digital camera that is put out by Dual Smart. It is a crystal digital dual smart 400. Everytime I restart and plug the usb in, the computer won't load the new hardware wizard. When I try to click on the icon for the digital cam, the message comes back that the driver couldn't be loaded.

Sometimes you have to install the drivers & software BEFORE you plug the camera into the USB port. Check your camera's documentation on this. Are you sure the USB port is working. Just because it's in device manager doesn't necessarily mean that it is functioning properly.
