OS: Win 98
CPU/Ram: pentium 2. dont know how
Comment:

I use Windows 98 and the computer wont close down by itself. I am fed up of turning it off physically and waiting for it to count to 100% when I start it again.

Where do I start in repairing this?

have you tried using shutdown from the start menu? Also when you are restarting and scandisk begins (this is where it counts to 100%) press esc, then the right arrow, then hit enter. This will skip the scan disk
