Was doing some house cleaning on the computer and came across a folder in c: windows update setup files.

The answer is YES, you can safely delete all the CAB files. But just be aware of one thing when you do this, you will absolutely have to have your Operating System Disk (Win 98 or 95) in order to make a Startup Disk after deleting the cab files.
The reason why you have the cab files is because you or the person who installed the operating system, elected to make a backup copy to the hard disk on O/S installation. The CAB files can be safely deleted without harm to your computer, but you will need your O/S disk for certain features, such as creating a Start Up disk in the future. Otherwise, go for it...you will save about 110 Megabytes on your hard disk after deleting the CAB files. I would immediately do a disk defrag to clean things up.
