Windows Start Up Problem

When I start the comp. I get to the splash screen then it goes to the Windows 98 Startup Menu. Any option I select, the system gives me an error message about VSDATA95.VXD and shuts down. I cannot start in Safe Mode or nothing. Once in a while a GDI.exe did not finish loading will flash then the system shuts down. The Only thing I can get to is the COMMAND PROMPT
