Windows Sockets Initialization Failed

Each time I boot-up I get the message "windows sockets initialization failed." This began a while back after some wireless network files were randomly removed from my Compaq 1255 laptop. Does anyone know how to correct this. My system has Win 98 OS and Phoenix Bios with a Pentium Processor.

Start > Find > Files or Folders , type in winsock .
Go to where the file is located .
Start > Find > Files or Folders , type in regsvr32
Drag and drop winsock.dll onto the regsvr32 icon.
You should get a message saying "winsock.ocx registration successful" or something
to that effect.
