Windows SE refuses to shut down-sometime

Fifty percent of the time Windows SE refuses to shut down correctly, prefering instead to sit there flashing it's cursor pointlessly. I am then left with no choice but to risk RSI and switch it off fizzically...A small problem but it's been going on a long time now and I would really appreciate any help. I seem to be reinstalling programs more often than I should and I'm wondering if there's a connection...Thanks

Can I reinstall Windows 98 Second Edition over my current W98SE without losing my data files. My current W98SE has become so corrupted I cannot work with my computer, altho it appears all the data files are OK..I just can't run any programs other than WP8. Summary: Have you recently installed a program? A bad install can cause system to hang at shut-down. Also a program may not allow Windows to shut it down. Before shutting down try this; Disable your Anti-viru...
