Windows protection fault on shut down

My computer on shut down shuts all programs down then gives me the windows 98 is shutting down screen then i get the black screen with windows protection fault, please press key to shut down. I hit a key and it shuts off. It even does it on restarts. What is it doing and how do I fix it?

Win98 and Win98SE are known to have shut down problems internal to the software. To fix this, goto the Win98 Update page and download a recent bug fix dealing with shut down problems.
