Reloading the registry can get around a windows protection error?

Would you mind elaborating on that?

I am currently having this problem on my comp using Win98 and a 1ghz Athlon. I've tried several of the suggestions on the Microsoft Knowledge database and none have worked so I am beginning to become desperate.
