Windows Protection error

After a brief Windows 95 screen I am returned to a black screen with the words: "While initializing device CM: Windows protection error. You need to restart your computer."
This is on a Compaq, Deskpro XE 560 system with 24mb RAM. After rebooting I can only get safe mode or the DOS prompt. Help!
