Hi,
my pc will only boot to safe mode. Have tried booting as normal but stops responding after the win 98 display screen is shown. Have tried scanreg /restore.
No problem in control panel everything looks fine. Can't see what has changed. Ran system file checker only file missing is in program files /common/ vbox.dll. Haven't a clue what these are but am unable to restore anyway as won't give me access to my cd rom drive. Have booted with windows 98 boot disk just to get the command prompt. Help have 36 hours to get this problem sorted!!!

Sounds like plenty of time.
If you boot with your Win98 boot disk you should have an option to boot with CD ROM support. Choose that option. When it has booted you should have a CD. I copy the Win98 directory to my hard drive anytime that I do an install. I do not choose to install from CD, I choose CD support, thenMD WIN98

COPY D(cdrom):\WIN98then RUN SETUP off the hard drive.
This gives me the cabs available in case something like this happens, plus anytime that you add hardware where it would normally look for the Win98 cd, you won't have to locate the CD, it will just take it from that location.

Can you boot in safe mode and remove all items in your startup using msconfig.exe and then try to boot normally, if it works can add start up items back one by one and when it fails the one added is what may be causing your problem.
A faulty sound driver used to cause my pc not to boot normally, had to disable the onboard sound card in the bios before it would boot. If you have onboard sound or modem or network card try disabling them in the bios to see if it lets you boot up.
