Windows Explorer Opening on Startup

I used a registry cleaner to clean my registry and now every time I restart my computer the Windows Explorer opens on start up to the Windows directory. Any idea why this is happening and how to stop it? I've looked in msconfig and in the startup folder but there is nothing in either place that indicates that this should be happening.
