Windows cant restore this file, what is

While using file checker, it was found that this file/ "MSISYS.VXD" size 11KB ver 4.03 has changed, but when I try to reinstall it from the Win98se CD, it shows a message saying file cant be found from this location. Does anybody know what this file is?

The files are created by the tool's associated .ocx file the first time the tool is used and updated each time the associated tool is used. The .vxd files cannot be extracted from the Windows 98 CD-ROM or diskettes.
NOTE: The DrWatson.vxd is deleted when Dr Watson is exited. A new one is created each time the utility is started.
