After selecting Shut down, the system goes through all its processes; the screen says "Windows is shutting down", but it never powers down. We've let it go an hour; the screen doesn't change.
Any suggestions? Thanks for your help.

Its a win98 bug. I just restart instead of shutdown and shut off when it starts to power up---the fixes never worked for my computer.

Run MSCONFIG and select "advanced". Place check mark in "disable fast shutdown". Then disable virus scanning of floppy drive on shutdown. Also, disable any sounds on shutdown.
Microsoft has a knowledge base article on Win98SE shutdown problems.

There will be no problem left if you:
- clean your system up regularly:
--- delete unused files with Start/Run/Cleanmng then OK, OK, check all boxes and validate (might be long if you never did that)
--- Easy Cleaner or other similar program
--- Scandisk in safe mode and without any screen saver
--- Defrag in safe mode and without any screen saver (might be very long if you never did that)
--- RegClean (MS program)- launch 'Windows Update' and especially the adapted module MS prepared.

P.S.: After Windows Update regarding the shutdown patch, the option "disable fast shutdown" Dave wrote about (Response #2) will disappear.

I prefer to disable fast shutdown with MSCONFIG rather than install the patch. Hasn't failed yet. While all of Frenchies suggestions are good practices, I'm not sure any will correct the shutdown problem. And I believe RegClean was removed from the M$ download page.

In win98SE I solved that problem by going to the system tool, in the menu bar you will see an option which is called something like system file checking, by running that, it will find all corrupted file and it will ask you to restore it or not..Restore it or them nad problem get solved..Edwin

I had the same problem but none of the above helped.
In my BIOS is a setting: "Assign IRQ for VGA"
I turned this ON and the problem was solved.Hope this helpes.
