Windows 98 starts in DOS mode

I m using windows 98 it always starts in dos mode where as if i use F8 key and log on at safemood it works where as on normal mode it goes on dos again

I think you need to access check and (probably) change setting in the BootGui entry in the msdos.sys file.
If it says " 0 " (no " ") then it's set to boot a dos prompt; to boot to the GUI (standard wndows desktop) you make the value " 1 " (no " ").

You can make this change either at the dos level, or from within windows in safe-mode or standard-mode. You may feel that doing it at dos level is possibly not so easy/comfortable and thus prefer to do it via windows (either mode)?

Look for BootMenu= line in msdos.sys and change it to zero. Actually, mine is set to 1 and then use a short timeout with BootMenuDelay= line (in seconds) so it is always available. Like:
