Windows 98 Shutdown/Restart Problem

Recently I upgraded Windows 95 to 98 2nd Edition. When I shut the computer down it restarts. When I restart the computer I get "Fatal Error exception OE has occured at 0028:C0002591 in VXD VMM(01) + 00001591". I am given the choices of Cltr/Alt/Del to restart or any key to continue. Cltr/alt/del doesn't work so I press any key and get the message "Out of Scan Range". At this point I just push the on/off button to turn the computer off. What do I need to do to Shutdown or Restart properly? Thanks
Summary: hey, thanks but I'm running the original Windows 98. When i saw that the first time I thought my problems were solved but remembered this computer has original win98 heh. Bad luck for me i believe.....
