Windows 98 Scandisk Problem

I am running a 128 Windows 98 IInd Ed. PC and I have a Scandisk problem. Whenever I simply turn my computer off (not using shutdown), I do not get Scandisk in MS-DOS. Scandisk only operates when I type it in the run column and I have numerous errors. Have tried msconfig as well as system file and registry checker, without any success. Would appreciate any help.P.S.: Is there a site that can scan my Operating system, identify and/or fix errors.

Look in the \windows\command directory for a file called SCANDISK.ALT.
If there is one, rename it to SCANDISKALT.OLD.
