Try formating the drive with the /s. If you are trying to write over an installed version of windows you may have errors. Here is the command to format.
c:/format c: /s

At this point of setup you should be able to get into safe mode. Once there you should use msconfig and stop system files from starting and try to get in to Normal mode. Once you get in then add the system files in one by one. Hope this helps
