Windows 98 & Windows XP dual boot

I have recently set my computer up to dual boot with windows 98 SE (c:\) and windows XP(d:\). However, whenever I select windows 98, I am frozen on the startup screen. I have take a look for the autoexec.bat and boot.ini file on the C: (where windows 98 is loaded) and can't find them anywhere. Any ideas?

fdisk
make primary and extended dos partitions.
format them.
install 98 on the primary
install xp on the extended
problems go away.
