Please help. I am trying to set up an old laptop for someone that has 98 installed, but is not working properly. I would like to do a complete reinstallation, however, the CD-ROM is broken. Does anyone know of a way to put Win95 onto floppy to do a new install? I have the CD (I also have 98SE, though I'm sure this is much more difficult) but all the files under the "Win95" folder are .zips instead of cabs. Can anyone help? Thank you.

Best bet would be purchasing the older Win 95 install diskettes. You can get them off of eBay... There is always old software available there.
Or, you could purchase a new CD drive.

One possible solution is to transfer all the installation files from Win95 folder onto the laptop (via for example a parallel cable) and install from harddrive by running SETUP from DOS. Problems can occur, though, because the original installation set comes in .CABS, so maybe check first what is actually included in your ZIPs.

I just realized what your problem is.
(By the way do not start more than one thread, keep to the same one.)
You probably just THINK that the files on the CD are .zip, because you have winzip installed. I don't know if you are viewing these in Exploder, you may have the "folder options" set to hide the file extensions.
In Windows Explorer (not Internet Explorer) go up to the top, View/Folder Options/ hit the VIEW tab, and uncheck the box "Hide file extensions for known file types."
I'll bet you money that all of the "zip" files you see in the \Win95 or \Win98 folder are in fact the .cab files you need.

If you want to put windows 95 on floppys here is where you can get directions to do it:
