Windows 95 Exception OE error

In windows 95, I have the error: exception OE has occurred at 0028:c00391B in VxD VMM(01)+0000291B. This was called from 0028:C000308B in VxD VMM(01)+0000208B. It may be possible to continue normally.

No way. The system shuts down.
What exactly is wrong? & What is the Remedy?

While downloading I get an I/O error
This may be caused by a bad media or corrupt installation file.
Upon closing it says corrupt installation file with no error number
