Do any problems with the video adapter show in device manager?
Was there a particular reason you were in safe mode?
It's also possible there's a problem with your video drivers. You may need to upgrade or reinstall them.

If it's on-board graphics the drivers should be on the motherboard or system manufacturer's site. If it's an add-on card you can usually find the drivers on the chipset manufacturer's site.

You should be able to go to the laptop manufacturer's site and then the support page for your particular model. The correct drivers should be there.
