window 98 se won't turn on

Specs: Windows 98 se

my windows 98se is used for photo editing & music because I have good speakers. recently the tower turn on button - green only lights up, not the bottom light, which i think is red. could it be a switch or what? DOES NOY TURN ON!!

It's not the switch. Could be the power supply is failing.
