Cut and paste this URL:
http://www.computing.net/cgi-bin/AT-search.cgi?mode=concept&search=win.com&forum=Windows9x&sp=sp&x=20&y=10

Try typing the following:
path=c:\windows;c:\windows\command <Enter>
win.com <Enter>Post back if windows starts or not.
Do yourself a favor BACKUP!

Sometimes this is reported when it is not actually missing. It would be worth typing this from a DOS prompt to find out:
dir c:\windows\win.com
See if it gives any file details.

#3 was not intended to make anything work, just establish whether the file was really missing or not.
As you say W98 and not W98SE I'll assume it's first edition and send you one for that.
DerekW

I would have thought Derek provided instructions when he emailed the file (and likely he did)
No 'installation' involved - if you have the file on floppy, from DOS you may copy it by entering:
copy a:\win.com c:\windows
(and quit starting new posts over this - as you may have noticed, they get deleted)
We've heard that a million monkeys at a million keyboards could produce the complete works of Shakespeare; now, thanks to the Internet, we know that is not true

Well, in fairness, as poster asked for file I assumed he knew what to do with it, so I just said put it in c:\windows
Anyhow, he now has DOS command - thx.
DerekW

I am guessing there must be something else wrong with this computer now when i start it up it starts up to the boot screen with the 98 logo and then suddenlly turns off when i copied the file it went to the blue screen were it says that it is checking drive c for errors and then the sreen went black and it said to hit any key to continue and the it cut off and when i restart it, it keeps cutting off at the boot screen

Which is what I was afraid of, hence my post #3.
Lets go back a step and not make too many assumptions. Did the original problem (cannot find win.com) happen recently?
If so, then Shut down and Restart in MS-DOS and type scanreg /restore (hit Return key). If you can find a date before the original problem happened then select that.
If this works out then fine but otherewise there are a multitude of other possibilities to consider.
DerekW

Myriad possibilities indeed
It might be helpful to confirm that this is 98FE and not SE
See if you can force a DOS start by bringing up the startup menu when rebooting (F8) - select 'DOS prompt' - once in DOS enter:
ver
.. and report back what it says
If you can't start in DOS then it's not likely a Windows problem
We've heard that a million monkeys at a million keyboards could produce the complete works of Shakespeare; now, thanks to the Internet, we know that is not true

That's Win98SE but I don't think the win.com for that is much different to the one which I sent.
You seem to have serious issues and my advice would be to re-install Windows.
It is possible that you have a RAM problem.
DerekW

Yeah - I'd thought they might've been different - I suppose I could check
Problems for sure (get that CAPS Lock fixed, for a start)
We've heard that a million monkeys at a million keyboards could produce the complete works of Shakespeare; now, thanks to the Internet, we know that is not true

I recall checking way back and as far as I remember the file size was identical, which is a fair (but not definite) indication that only the date has changed.
I could send the SE one but it looks like a good old mess up, so I doubt it would help.
DerekW

Seems reasonable - I'm too
lazybusy to hunt around for those CABs or hook up my FE machine to check, and likely only the tip of the iceberg anyhowWe've heard that a million monkeys at a million keyboards could produce the complete works of Shakespeare; now, thanks to the Internet, we know that is not true
