win98SE upgrade problem

I am working on a Pionex PC with WIN98. I added a new bigger hard drive as a temporary slave to later transfer the data to that drive and make it master. I went ahead and upgraded win98 to 98SE with the new temp slave in place. When the install is almost done and it reboots it either goes straight into safe mode or it stops at
verifying DMI data...........
Then ATAPI CD ROM DRIVER LOADS AND THATS IT.
Oh, at first boot after upgrade, it did say
updating system files complete.loading Windows and I had too reboot. This one of those problems that you fix and don't remember what you did in the past.

Have you looked in Device Manager to see if there's problems reported there? (R-click on My Computer, then L-click on Properties, Device Manager)

It probably shouldn't matter but you might remove the second hard drive and try reinstalling windows.

Also do either of the drives have a drive overlay on them?

Did you disable or remove any antivirus programs (including your BIOS antivirus) before installing the windows upgrade?
