Win98SE hanging on restart

On hitting Start, Shutdown, Restart, my computer is hanging on the blue flag shut down screen. I them have to hit the Reset button to get it to restart.
I have removed EVERYTHING from startup using MSCONFIG. All I have in the tray is the speaker and time. Nothing else is running to cause problems. I have scanned every file for viruses.

The Microsoft Knowledge base has a number of articles on this problem but I can't remember which ones.
First up, have you been to the Windows update site? There is a fix for a known problem with 98SE failing to close. In fact it's best to go there and apply all critical updates anyway.
Next have a clearout of files in c:\temp and c:\windows\temp
Before closing down, do a Ctrl+Alt+Del to see what's running, failure to close down is usually an application that Windows cannot stop. Try stopping some of the tasks that are running (not explorer) and then see if Win will shut down.

If this does not do the trick you can also try going into Power Management in your Control Panel and set to Never, Never, Never.
