win98 updates directx 9

I reinstalled win98 twicw then did IE 6sp1 update and restarted system. IE worked fine and run next update Directx 9 once system reboot I am not able to go to the updates due that get an error reporting window and does not give too much info. It is the typical Iexplore reporting error window, when I click in more info gives me the error signature and execption info of 0xc0000005. I have tryed to removed directx9 but there is not an option for that. How can I fix the issue, It happened twice, first time formated hdd and reinstalled win 98 and it worked fine until started to install the updates.
