Win98 scrolls too far

I just built a new system and everything works fine except the scroll bar. When I click repeatedly on the up/down arrows, the window scrolls in a "streaming" manner instead of the line-by-line manner that I'm used to.

How do I change this?

I'm not sure that this is the problem, but give it a try.
1) Go into Tools->Internet Options
2) Go to Advanced tab
3) Under "Browsing", uncheck Enable smooth scrolling

This should do it.
