I am forced to use win98_se due to old test executives programmed. Any suggestions on an ATX FF, Socket 775 mobo compatible with the 98 OS?

For newer motherboards it may be difficult to locate 98 drivers for any on-board devices like video, sound or NIC. But if you find a basic motherboard without on-board devices then installing the 98 chipset drivers should be all you need to do to get it running. Then just make sure the video, sound, etc. cards you add have 98 drivers.
