WIN98 / Network problem

I was having problems with a WIN98 pc running very slow and sometimes locking up. I did some file cleanup, defrag, and also ran scanreg /fix. Now I am unable to print to a network printer in some applications (Outlook for one), network neighborhood does not display the other pc's on my network, and I am unable to install a network printer. The other pc's on the network can see this particular pc ok.
I restored the registry and still no luck. I haven't changed anything on this network. Can scanreg /fix screw a pc up this bad? I need help so any suggestions would be greatly appreciated.
Could this be a NIC card going bad on me? I can connect to the internet ok and can print "test pages" to my network printers.
