Win98 install error

when installing win 98 into a dell web pc the cd runs down to the line PCI Bus Scan Complete, then machin stops it will not proceed, have tried three dofferent HDD!s. The restore cd stops at the same line in setup process. How do I fix it?.

are you useing a MS cd or Dell recovery cd ? Why are you reinstalling OS ? (it might point to the problem) Did you add or remove any hardward ? are you overclocking the unit ?
