win98 freezing

Win98 AMD K6/2 350MHz 400MB RAM
Just installed win98. Everything is working fine, except that the system keeps freezing. I've disabled power managment in the bios, but was hopeing someone had any more ideas.

Are you doing heavy graphics with other programs open? Do you have a lot of programs running in the background?

nope. fresh installation on a formated drive. removed almost everything from the startup, so there's only a couple things in the back ground. i've also noticed that when i'm loading programs, the system becomes chopy, and the cpu is max'd out

i did install the motherboard drivers. there arn't any conflictions in device manager either. i've been trying to defrag my f: with notron speed disk. doesn't seem to work. keeps freezing. defraging and testing seems to work on the other 3 drives tho. drive f: the second partition of the first drive btw.
