I share between these 2 OS's. However.. W/98 is quite finicky about sharing. I also share it with a W/95 machine. Sometimes, I have to reboot 2 or 3 times to get these machines to "see" each other in Network Neighborhood. Once in a great while, I have to actually change the name of the computer and the workgroup (in the identification tab). This isn't just true for me. My brother runs a similar W/98 network and has to reboot quite often as well.
Is it just down... or does the URL www.techtony.com just not valid?

In the Network Neighbourhood properties, Add "File and printer sharing for Microsoft Networks", than click on the File and Printer Sharing button to enable file and/or printer sharing. Click OK, reboot.
Open Windows Explorer, right click on at least one file/folder or disk drive and select share...

What you share is what you see, on the other computer.

The computers must reside in the same workgroup, but must have unique computernames and IP-address but the same Sub-netmask (when using TCP/IP).

It may also help to first boot the Windows 98 computer and when it's up and running, boot the Windows 2000 computer.
It can also help to run a ping command from both computers to each other, computer 98 pings computer 2000 and the other way around.

One other thing, make sure that the NIC's aren't set to Autosense on both machines. The best results I got using a Hub was putting the NIC's to 10Mbps instead of 100Mbps, although the Hub and NIC's had the ability of 10/100 Mbps. With a 10/100 Switch it works OK on 100 Mbps.

Hope this helps.
