Win98 error vecp.386

i deleted a few application but nothing pertaining to Windows, once i deleted japanese language support windows asked me to reboot and then an error message came up with vecp.386 i can press enter and continue to load Windows. The error also mentionned something about system.ini, any help is appreciated.

Boot to windows. Click on start ---> run ---> type in sysedit and hit enter. Click on the window with the system.ini heading. Click on search on the tool bar. Type in vecp.386 click ok. If the file is found delete the line from the system.ini. Reboot.
If the file is not found then it is loading from the registry.
Start --> run ---> regedit click on edit ---> find vecp.386 delete and keys that have the file in it.

I tried the recommendations regarding teh sysedit and regedit. I did not find the file in either. I also have Win 98 OS and am experiencing the same problem as Theo.
