The Win 98 and 98SE CD has tzedit.exe in the \Tools\Reskit\Config folder (directory) on the Windows CD.
(I assume the Win ME CD has tzedit.exe in the same place, but I have no Win ME CD to examine. Win 95 does not have tzedit.exe, at least it doesn't on the Win 95 original version CD I looked at.)Tzedit.exe will run from the CD,
or you can copy the appropriate files to your hard drive and run it from there.
(Copy tzedit.cnt, tzedit.exe, and tzedit.hlp, Paste them into to the same folder on your hard drive. E.g. C:\TZEdit)
The Help in tzedit.exe does not work.
You must click on tzedit.hlp in the same directory for help.

"You can edit a time zone name or adjust the start and end dates for daylight saving time. All time zone information changed will affect every user of the system.
To Edit a time zone
1 In the Windows 98 Time Zone Editor dialog box, select a time zone and then click Edit.
2 Edit the time zone name, abbreviation, or the difference from Greenwich Mean Time.
Note The abbreviation is a short string name passed back to applications, such as Mail applications, that ask for more information about this time zone. The first Abbreviation box should contain the abbreviation for the Standard (non-daylight) version of this time zone.
3 If you want daylight saving time to be automatically enabled for the time zone, check the Automatically Set Daylight Saving Time checkbox. Then, in the boxes below, set the dates and times on which daylight savings time will stop and start. "

" - In the Edit Time Zone dialog box, select the Automatically set Daylight Saving Time check box.
- In the Start Day row, click to select Second, click to select Sunday, click to select March, and then click to select 2:00:00 am.
- In the Last Day row, click to select First, click to select Sunday,, click to select November, and then click to select 2:00:00 am.
- To set the daylight saving time dates for another time zone in the United States (or in Canada for those provinces that use Daylight Savings Time), select the other time zone, and then repeat the previous two steps (2 and 3).

"In the second Abbreviation box, optionally type a name to be used for the time zone when daylight savings time is in effect (E.G. “Pacific Daylight”).
In the Daylight Bias box, select the time change from the Standard time for daylight savings time. In most cases this value should stay at the default value of +1:00 hour. This will cause the time to move forward one hour on the DST start day/time and fall back one hour on the DST end day/time."

" Data for the current time zone is saved in a different location in the Registry than the data for the time zone entries in the Date/Time Icon. Therefore, if you change the settings for the current time zone, the changes will not immediately take effect. In order for the new information to be used by the system, use the following procedure.
To edit the time zone entry for the current time zone
1 Use the Windows 98 Time Zone Editor to edit the time zone entry.
2 Open Control Panel and click the Date/Time icon.
3 Click the Time Zone tab.
4 Select or re-select the time zone you have changed.
5 Click OK.
The system clock will be reset to take into account the changes you have made."
