Win98 DHCP client won't renew IP

Our network uses the private address range of 192.168.100.0 255.255.255.0

The Windows98 clients on the network seem to have trouble renewing their addresses when the lease expires. Also the subnet on the win98 dhcp clients starts adding zeros - 255.255.0.0 and sometimes 255.0.0.0. A manual release and renew is the only way I've found so far to correct this.

I'm starting to think I may need a DHCP relay.. Should that be necessary? Our network consists of 4 sets of switches at various locations in the same building, no DHCP over WAN or anything like that, and everything is 10/100 with 1GB backbone between the 4 closets.

As always, any help is greatly appriciated!!

You wont need relay then
